This is a really neat site that is well laid out and offers a good overview of bullying, both relational and confrontational.

This page, http://pathwayscourses.samhsa.gov/bully/bully_2_pg14.htm specifically addresses relational aggression, but I recommend reading through the whole site. It has some helpful information, including the roles witnesses can play.
